The report looks at how political targets are set and whether and how they are met. It contains a league table of environmental performance that makes pretty uncomfortable reading for a number of countries, for there are many unmet targets, as well as targets that do not deliver the environmental outcomes expected. The report itself is a series of case studies of areas like energy and biodiversity. It also looks at issues that have since been edged out of the sphere of discourse, like population and arms control.
