Terminal evaluation of the UNEP GEF project: Energy management and performance related savings scheme (EMPRESS)

This report is a terminal evaluation of a UNEP project implemented between 2003 and 2007. The Energy Management and Performance Related Savings Scheme (EMPRESS) project aimed at the promotion of industrial energy-efficiency using Monitoring and Targeting (M&T) as an energy management tool to save energy and reduce emissions of greenhouse gases. The project intended to build a market for this tool by coupling M&T with private sector financing.. The evaluation set out to review the EMPRESS project outputs and outcomes and the assess the level to which project activities have been implemented and the extent to which objectives were achieved. The evaluation of the EMPRESS project operations shows two important lessons, one on targeting Private Sector Participation and Mobilization and the other on the timely use of Monitoring and Evaluation (M&E).
