The purpose of these voluntary guidelines is to provide general guidance, if so requested, to States, primarily developing countries, on promoting the effective implementation of their commitments to Principle 10 of the 1992 Rio Declaration on Environment and Development within the framework of their national legislation and processes. The Guidelines demonstrate a willingness by Governments to more thoroughly engage the public at all levels to protect and manage the environment and related resources.
