dc.descriptionBoth the 1991 African Economic Community Treaty (known as the Abuja Treaty) of the Organization of African Unity and the 2000 Constitutive Act of the African Union provide for the establishment of specialized technical committees as one of the organs of the Africa Union. Article 15 of the Constitutive Act spells out the responsibilities of these committees, which include developing programmes and projects in their respective fields for submission to the Executive Council of the African Union; following up, monitoring and evaluating the implementation of Council decisions that are relevant to their respective mandates; and make recommendations to the Council for action. Each committee is to be composed of African ministers with portfolios in that particular field.en_US
