This report is an evaluation of the management arrangements and processes of the China Trust Fund under the Ministry of Environmental Protection of the People’s Republic of China and UN Environment Framework Agreement on Strategic Cooperation 2013-2015. The China Trust Fund is the first portfolio level commitment agreed between the Ministry of Environmental Protection and an international organization, and one of UN Environment’s first experiences working in a triangular cooperation mode. The evaluation had a dual purpose: i) to provide a basis for accountability of the China Trust Fund management towards the Ministry of Environmental Protection and UN Environment; and ii) to draw lessons and recommendations from experience on ways to improve existing cooperation modalities between the China-MEP and UN Environment. The evaluation has assessed how the fund structure, management arrangements and processes have affected the strategic relevance, efficiency, and effectiveness and sustainability of results of the China Trust Fund-funded project portfolio implemented by UN Environment.
