dc.descriptionThis report is a terminal evaluation of the UN Environment-GEF project implemented between 2012 and 2017 and executed by the Cambodia Ministry of Environment (MOE) entitled: Building Capacity for the Detection and Monitoring of LMOs in Cambodia. The project’s overarching de-velopment goal was to assist Parties to the Cartagena Protocol on Biosafety (CPB) in building capacity to implement the CPB with the project objective to build human and infrastructure ca-pacity for LMO detection, with focus on the development of capacities for the detection of LMOs and monitoring of their environmental effects, along with capacity for safe handling of LMOs, in-formation dissemination and research capacity for risk assessment of LMOs. The project aimed to achieve this objective by executing the following four main components: 1. Identification and analysis of LMO detection and monitoring needs; 2. Training and Public Understanding; 3. Im-provement of Infrastructure; and 4. Establish an Information System. The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the pro-ject, including their sustainability. The evaluation has two primary purposes: (i) to provide evi-dence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing through results and lessons learned among UN Environment, the GEF and MOE - and the relevant agencies of the project participating country.en_US
