UNEP Annual Evaluation Report 2001
The 2001 UNEP Annual Evaluation Report is a synthesis of 11 in-depth and one desk project evaluations and 36 self-evaluation fact sheets. Independent consultants evaluated seven out of the twelve evaluations. The remaining five were evaluated by staff of the Evaluation and Oversight Unit. The synthesis of the 2001 evaluations incorporates the standard UNEP parameters of appropriateness and relevance, effectiveness and efficiency, and impact by cluster of projects. Within the framework of the foregoing parameters, this report presents an assessment of: approaches and strategies employed; external and internal linkages fostered; hierarchical integration of UNEP mission, programme and project objectives and activities. At the project level the report also assesses the effectiveness of management structures; timeliness of project completion; budget utilization; realization of results and outputs; impact, use and sustainability of UNEP project-initiated processes and results.
