The Contingency Plan set forth below is one of the developments under the Action Plan for the Protection of the Marine Environment and Coastal Areas of the South-East Pacific, signed in Lima on 12 November 1981 by Colombia, Chile, Ecuador, Panama and Peru, and specifically under annex II: Agreement on Regional Co-operation in Combating Pollution of the South-East Pacific by Hydrocarbons or other Harmful Substances in Cases of Emergency", and its 1983 protocol.
