Reforming Energy Subsidies: An Explanatory Summary of the Issues and Challenges in Removing or Modifying Subsidies on Energy that Undermine the Pursuit of Sustainable Development

This booklet draws on recent work on energy-subsidy reform carried out by the United Nations Environment Programme (UNEP) and the International Energy Agency (lEA). It summarizes in non-technical language the central issues related to energy subsidies and key messages for policy makers looking to reform subsidy programmes. By raising awareness of these issues among a wider audience, we hope to contribute to a better understanding of the public policy challenges that lie ahead.
