Evaluation Manual
Evaluation in UNEP promotes learning and accountability and is a key source of credible, timely, evidence-based information for decision-making. UNEP is held accountable for the quality and delivery of its work through evaluations and other performance assessments. The Evaluation Office conducts complementary evaluations at various levels that examine the different projects, programmes, policies, strategies and themes within UNEP’s Programme of Work. This manual is intended for use by all UNEP staff involved in the delivery of the Programme of Work. It especially targets staff designing projects, Project/Task Managers (referred to hereinafter as Project Managers), and Portfolio Managers/Branch and Unit Heads. It also provides guidance to Evaluation Office staff and evaluation consultants and serves to inform external partners and stakeholders (e.g. auditors, funding partners etc). This Evaluation Manual supercedes all previous versions and is consistent with the UNEP Evaluation Policy approved in October 2022.
