In addressing the global issue of plastic pollution, the resumed fifth session of the United Nations Environment Assembly of the United Nations Environment Programme, through resolution 5/14 established an intergovernmental negotiating committee (INC) to develop an international legally binding instrument on plastic pollution, including in the marine environment.
