Terminal Evaluation of the UNEP/GEF Project “Achieving biodiversity conservation through creation, effective management and spatial designation of protected areas and capacity building in Bosnia and Herzegovina” (GEF ID: 6990)

Evaluation Office of UNEP (2023-10)

This report is a Terminal Evaluation of a UNEP/GEF project implemented between 2016 and 2021. The project's overall goal was to support the expansion of the protected areas network in BiH, build a capacity for their effective management, and develop the monitoring system. This aimed at significantly contributing to the preservation of unique values of BiH’s nature and the wellbeing of its peoples and communities. To achieve the project objective, a framework of three components is defined, namely: Component 1: Establishment and effective management of protected areas and biological diversity, Component 2: Management Effectiveness of the National Protected Areas System, Component 3: Biodiversity monitoring. The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The evaluation had two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing through results and lessons learned among UNEP, and the relevant agencies of the project participating countries.
