This report is the Terminal Evaluation of the UNEP/GEF project on Global Foundations for Reducing Nutrient Enrichment and Oxygen Depletion from Land-based Pollution in Support of Global Nutrient Cycle (GEF ID 4212) implemented between 2012 and 2019. The objective of the project was to provide the foundations for governments and other stakeholders initiate comprehensive, effective and sustained programmes addressing nutrient over-enrichment and oxygen depletion from land-based pollution of coastal waters in large marine ecosystems (LMEs). The evaluation sought to assess the performance of the project (in terms of relevance, effectiveness, and efficiency) and determined outcomes and potential impacts stemming from the project, including their sustainability. The evaluation had two purposes: (i) to provide evidence of results to meet accountability requirements; and (ii) to promote learning, feedback, and knowledge-sharing through results and lessons learned among UNEP, and the relevance agencies of the participating countries.
