This report is a management-led Terminal Review of a UNEP/GEF project implemented between 2010 and 2022. The project's overall development goal was to assist Ecuador in having a workable and transparent national biosafety framework in place, fulfilling its obligations as a Party to the CP, and thus contributing to ensuring an adequate level of protection of biodiversity and human health from modern biotechnology. The review sought to assess project performance (in terms of relevance, effectiveness, and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The review has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing through results and lessons learned among UNEP, the GEF and the relevant agencies of the project participating countries.
