Terminal Evaluation of the UNEP Project “Adapting to Climate Change in the Lake Victoria Basin” 2018-2023

Evaluation Office of UNEP (2025-03)

This report is a Terminal Evaluation of a UNEP Adaptation Fund Project Adapting to Climate Change in the Lake Victoria Basin project implemented between July 2017 and August 2023. The project's overall development goal was to reduce vulnerability to the negative effects of climate change in the five Lake Victoria Basin countries, namely Burundi, Kenya, Rwanda, Tanzania and Uganda, by building climate resilience. The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The evaluation has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing through results and lessons learned among UNEP, and the relevant agencies of the project participating countries.
