Terminal Evaluation of the UNEP/ GEF Project “Implementation of the Strategic Action Programme for the protection of the Western Indian Ocean from land-based sources and activities (WIO-SAP)” (GEF ID 4940) 2016 -2024
This report is a Terminal Evaluation of a UNEP/GEF Project “Implementation of the Strategic Action Programme for the protection of the Western Indian Ocean from land-based sources and activities (WIO-SAP)” (GEF ID 4940) project implemented between 2016 and 2024. The project's overall development goal was to reduce impacts from land-based sources and activities and sustainably manage critical coastal-riverine ecosystems through the implementation of the WIOSAP priorities with the support of partnerships at national and regional levels. The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The evaluation has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing through results and lessons learned among UNEP, the Nairobi Convention Secretariat and contracting parties to the convention.
