Terminal Evaluation of three UNEP/ IETC Projects on Waste Management: Global Waste Management Outlook, Secretariat Support to the Global Partnership on Waste Management, and Delivering Integrated Waste Solutions at the National and Local Level (2015-2019)

This report is the Terminal Evaluation of the following three IETC projects on waste management implemented between April 2015 and March 2019: (i) “Global Waste Management Outlook” (project 531.2), (ii) “Secretariat Support to the Global Partnership on Waste Management” (project 531.2), and (iii) “Delivering Integrated Waste Solutions at the National and Local Levels” (project 534.1). The overall objective of the first project (project 531.1) was to provide an authoritative overview of the state of waste management around the globe and present an analysis of policy instruments - addressing the different stages of the waste hierarchy - and financing models for waste management. The second project (project 531.2) aimed at increasing international cooperation on waste management to support developing countries to improve their unsound management of wastes through the GPWM knowledge platform. The overall objective of the third project (project 534.1) was to create enabling conditions including behavioural changes so that waste is treated and disposed of in an environmentally sound way. The evaluation sought to assess project performance (in terms of relevance, effectiveness, and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The evaluation has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote operational improvement, learning and knowledge sharing through results and lessons learned among UNEP and its project partners.
