Evaluation of the UNEP Subprogramme on Climate Action, 2014-2023
The evaluation of the United Nations Environment Programme (UNEP) Subprogramme on Climate Action (SP-CA) reviews UNEP work related to Climate Action from 1 January 2014 up to mid-2023. The objectives of the evaluation of the SP-CA are to improve subprogramme design, coordination and delivery by providing information on strategic positioning, portfolio planning, management arrangements and program implementation. The evaluation supports accountability by analyzing, at a meta level, the performance of all the subprogramme projects evaluated during the evaluation period. Secondly, it contributes to institutional learning by providing formative reflections based on further analysis of the subprogramme’s effectiveness as a coherent and coordinated unit within UNEP’s results framework, and by providing lessons that are relevant to its role in the Medium-Term Strategy (MTS) 2022-2025. The evaluation report was prepared during the last stages of the establishment of a new Climate Change Division, which reorganized the teams and projects that report into the subprogramme into one organizational unit of UNEP. The formulated objective of that reorganization is to bring greater coherence, impact and visibility to UNEP’s work on climate change. Lessons and recommendations from the work on climate action under the previous setup will be helpful for the new division. Additionally, the evaluation insights provides guidance for the development of the next MTS.
