The objective of this paper is to contribute to a global dialog on how to integrate adaptation to climate variability and climate change into poverty reduction. The paper was prepared jointly by the African Development Bank (AfDB), the Asian Development Bank (ADB), the Department for International Development, United Kingdom (DFID), the Directorate General for International Cooperation, the Netherlands (DGIS), the Federal Ministry for Economic Cooperation and Development, Germany (BMZ), the European Commission (EC), the Organisation for Economic Cooperation and Development (OECD), United Nations Development Programme (UNDP), United Nations Environment Programme (UNEP), and the World Bank. It is intended as a consultative draft and is meant to provide some initial recommendations for debate and consideration by developing-country partners and other key stakeholders. We welcome comments on this consultative draft, and will finalize this paper early in 2003 after due consideration to all comments received.
