Taken together, these decisions will lead to the building of either low-emission, climate-resilient infrastructure that increases economic opportunity or more of what we have already, effectively locking the world into a carbon-intensive pathway with sprawling human settlements, hazardous pollution, and heightened vulnerability to climate change.
