Terminal Evaluation of the UNEP Project: Strengthening Institutional Capacity of Countries in Environmental Law through Training, Sharing Expertise and Legal Guidance Materials (SICCEL)

This report is an evaluation of a UNEP project titled “Strengthening Institutional Capacity of Countries in Environmental law through Training, Sharing Expertise and Legal Guidance Materials”. The project began in 2014 with an intended completion date of 2015 and an actual completion date of December 2018. Operating in countries in Africa and Asia, the project has supported numerous partners to develop the legal and institutional capacity of developing countries and countries with economies in transition in environmental law through the use of training, technical assistance, sharing expertise and legal guidance materials. UNEP collaborated with United Nations country teams, China ASEAN Environmental Protection Service, University of Eastern Finland and other external partners. The evaluation has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing that could be applied as the project moves towards its completion.
