The main objective of the Capacity Needs Assessment (CNA) are as follows: • To identify the key capacity needs of the Environment Directorate in the MESTI, EPA and LUSPA in carrying out their relevant mandates. • To provide an overview of existing environmental governance capacity gaps in the country; and • To provide a template to conduct similar institutional assessments for other relevant institutions in the future.
This report assesses institutional capacities in three thematic focus areas of environmental governance: • Ecosystem and biodiversity data management to support coastal and ocean governance and planning, • Environmental management in coastal and marine areas, and • Marine pollution and other types of threats to the coastal and marine environment.
