Validated Terminal Review of the UNEP-GEF Project ‘Building and strengthening Sierra Leone’s national capacity to implement the transparency elements of the Paris Agreement’ – CBIT Sierra Leone Project (GEF ID 10027) 2020-2024

This report is a management-led Terminal Review of a UNEP/Environmental Protection Agency –Sierra Leone project implemented between 2020 and 2024. The project's overall development goal was to establish an integrated transparency system that enables the country to monitor, report, and verify (MRV) climate data effectively, enhancing its ability to track NDC progress, secure climate finance, and make data-driven policy decisions. The review sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The review has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing through results and lessons learned among UNEP, the GEF and the relevant agencies of the project participating countries.
