The present report is an effort by the UNEP Climate Change Working Group for Bilateral Finance Institutions (‘Working Group’ – see p. iii) to both transparently disclose their part of the present story of climate change financial flows to developing countries, and to demonstrate their future potential as vehicles for the delivery of significant amounts of climate finance. Building on a more extensive mapping of the climate portfolios of each of the Working Group members published in December 2009 this report again finds that Bilateral Finance Institutions (BFIs) channel significant amounts of climate finance for both mitigation and adaptation, and demonstrates an increase of 25% in climate financing over 2008. By annually and collectively reporting on climate finance, the Working Group aims to demonstrate the size and nature of its contribution to global financial flows for climate change to developing countries, and methodologically to contribute to global efforts on tracking these flows by disclosing its data collection and reporting methods, definitions and challenges. The report further aims to demonstrate – at least by order of magnitude – the relative roles of different stakeholders in the global picture of climate change financing.en_US
