This report aims to provide guidance to strengthen national regulatory frameworks in Malaysia through the conduct of a gap analysis, needs assessment and prioritization of legal frameworks to seek to address marine litter. It reviews current state of governance and identifies potential gaps in accordance with priority issues. Recommendations for policy reforms and development of legal measures are then drawn from the exercise. In doing so, this guidance is intended to become a practical tool for government and stakeholders to develop laws and regulations, with guidance on key elements and considerations to respond to Malaysian conditions.
