These Guidelines are intended to supplement the Monitoring, Evaluation and Learning Strategy and Action Plan endorsed by the Executive Board in October 2020, along with the accompanying Toolkit, in helping countries funded under the Special Programme to better showcase the impacts and results of their projects. The Strategy and Toolkit contain useful information on monitoring, evaluation and learning, and provide guidance to recipient countries in developing a monitoring and reporting plan, data collection, identifying lessons learned, etc. They also describe the fundamental tools of a project, namely the logical framework (Logframe), workplan and budget.
