Description
In December 2022, the 15th meeting of the Conference of the Parties (COP) to the Convention on Biological Diversity (CBD) adopted the Kunming-Montreal Global Biodiversity Framework (KM-GBF). The latter includes several elements related to capacity-building and development, technical and scientific cooperation (TSC), technology transfer, and knowledge management, including in Target 20 on strengthening capacities, cooperation, and access to, and transfer of technologies to meet the needs for effective implementation, and Target 21 regarding accessibility to the best available data, information, and knowledge to guide governance and management of biodiversity. The COP also decided to establish a mechanism comprising a network of regional and/or subregional TSC support centres to be coordinated at the global level by a global coordination entity. The present study focuses on exploring the preparedness of the ACP regions (at regional and national levels) in support of the COP 15 outcomes and decisions related to TSC and technology transfer, and provides an assessment of options to work with the regional hubs of the UNEP MEAs in ACP Phase III Project and other relevant institutions to participate in the proposed “network of regional, and/or subregional technical and scientific cooperation support centers.”
