The purpose of this report is to consider what scientific principles are involved in the selection of dumping sites at sea, and how effects of ocean waste disposal can be assessed and reduced to a minimum. Matters related to pretreatment of wastes (dewatering, removal of trace metals, etc.) will obviously affect the development and application of criteria for site selection.
