Description
This report presents the modelling process and the results represented as the South African Green Economy Modelling (SAGEM) report that was developed to test national targets and the effects of investing in a green economy in South Africa. It affirms the current government’s support for a green economy. The report is divided into nine sections. Section 2 presents the country profile, followed by a discussion of green economy, in general, and an in-depth understanding of its origin in the South Africa context. The features of the T21 framework, which was utilised for the study, are presented in Section 4. This is followed by a discussion of the characteristics of SAGEM in Section 5, and the process of defining the scenarios and their underlying assumptions are discussed in Section 6. The modelling results are presented in Section 7 consisting of: (i) two business-as usual scenarios, or BAU – where there is no additional investment – and BAU2% per cent, which consist of a 2 per cent of GDP investment in the BAU; and (ii) two green economy scenarios, which entail additional investment interventions on selected green economy sectors or programmes. This is followed by a discussion that compares GER results with SAGEM in Section 8. Finally, the conclusions of the study are presented in Section 9.
