This Implementation Guide aims to complement the existing commentary and advice on HRDs by articulating the rights of CHRDs and identifying what is distinctive about children’s rights. It provides guidance as to what States and others should do to ensure that children who exercise their right to defend human rights are not only allowed but empowered to do so and can do it without encountering breaches of their own rights and without unnecessary or disproportionate restrictions. It does so by drawing on the
recommendations of DGD2018 and children’s own experiences and views of what enables them to act as HRDs (which are represented in the quotations from children).
