This report was prepared by the international expert Elena Laevskaya (hereinafter - the expert) in accordance with the terms of reference provided by UNECE. At the start of the report, it should be noted that the review was done through the lens of both the SEA Protocol and the EU SEA Directive. The report starts with a review of existing and draft legislation in RM and continues with a focus on institutions and procedures currently in place. Both sections are descriptive. This exercise was necessary to understand the existing legislative, institutional and procedural elements relating to SEA so as to determine the needs of RM to fully meet the requirements of SEA. This is done in the following section “analysis: gaps and inconsistencies”. Based on the extensive study of all relevant elements in place, this section provides the conclusions of a comparison between the existing framework on SEA in RM vis-à-vis the provisions of the SEA Protocol. The final section sets out recommendations on how the RM can approximate its framework to the SEA Protocol.
