This pamphlet is meant to explain briefly how the UN system operates as regards the environment, and to put those opera-tions into perspective in terms of the rapidly changing percep-tions of what 'environmental action' really means. It also describes the workings of SWMTEP, but the Intricate strate-gies under the many headings of the SWMTEP II document make comprehensive treatment impossible.
