The thrust of UNEP's environmental law activity comes from the decisions of its Governing Council and is strengthened by such major UNEP programme documents as the "In-depth Review of Environmental Law" (pertaining to environmental law both within and outside the United Nations system) and the conclusions of the Ad Hoc Meeting of Senior Governotent Officials Expert in Environmental Law, held in Montevideo in 1981. At Montevideo, government legal experts drafted recommenda-tians lot the developiiient and periodic review of environmental law and stressed the hurdles facing implementation, ratification and enforcement of international environmental agreements. The Montevideo recommen- dations were transformed into a series of specific activities and projects.
