The Action Plan for Protection, Management and Development of the Marine and Coastal Environment of the Northwest Pacific (NOWPAP) was adopted at the First Intergovernmental Meeting (Seoul, Republic of Korea, 14 September 1994). Since then, the Intergovernmental Meeting has been held almost once a year.
