The present note serves as a background document for consideration of item 4 of the provisional agenda, on the draft decision on the intergovernmental review mechanism of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities. It contains a draft decision for consideration and possible adoption by the Intergovernmental Review Meeting of the Global Programme of Action at its fifth session.
